When my husband and I founded Sensible Speech & Rehab in 2012, we were driven by a simple belief: that every child in Salem should have access to high-quality speech therapy, regardless of their family’s income. We were proud to be the first private clinic in Salem to accept Oregon Health Plan (OHP), and we have always worked to give children the opportunity to find their own voice—and to be the voice for those who cannot speak for themselves in advocating for the services that we provide.
Since we started accepting OHP in Marion County, our reimbursement rates have increased by only 24 percent, while the cost of living in our community has risen by more than 42 percent. This week we received notice from PacificSource officially terminating our contract unless we agree to a decrease of up to a 27 percent. Accepting such a cut would drop payments below our costs of providing care for your family and would force our therapists to work beyond what is physically sustainable just to support their own families. We understand how difficult this is because according to PSCS provider search we are the last pediatric provider still in-network with PacificSource Community Solutions and accepting patients.
Because of this, I’m heartbroken to share that unless we can cause some sort of change, we will no longer be able to provide services under PacificSource Community Solutions coverage as of January 1, 2026, when those new rates are set to go into effect. This decision was not made lightly; our dedication to your children and to our staff are both very dear to us. However, we cannot continue to operate under rates that fall below the cost to provide the care and are equivalent to what we were paid in 2014. We were already providing Occupational Therapy at a loss in Marion County before this unilateral pay decrease and we have been trying to negotiate behind the scenes to expand access to care that is desperately needed in our community.
However, we are not ready to give up. We are asking each of you to help advocate by completing the JotForm below, which will generate a personalized advocacy message to your legislators, and also file a formal grievance with PSCS. (They are legally required to respond to each grievance.) You may also email a custom letter to info@sensiblerehab.com, and we will add it to our advocacy packet.
If all 230 families affected by this termination of our contract spent just 10 minutes writing a note, that would create more than 1,800 pages delivered to the eight Marion County representatives—and 230 formal complaints for PSCS to process. That volume speaks loudly.
We have already reached out to PSCS and the Oregon Health Authority, but we are not optimistic that they will resolve this without pressure. Your elected representatives, however, can take action. We would love to deliver a huge stack of letters to each of them, showing exactly what access to this medical care means for your family. It only takes one legislator standing up for a small clinic like ours to make a meaningful difference.
Please know that we will continue to remain in-network with Intercommunity Health Network in Linn-Benton County and Yamhill Community Care in Yamhill County, as their OHP reimbursement rates remain much higher than those in Marion County. Families covered by those OHP plans will continue to receive services from us without interruption.
We are deeply grateful for the trust you’ve placed in us. If you have questions or need support, we’re opening 30-minute appointments with our Operations Manager, Randy, from 12/15-12/19 so that you have an opportunity to voice any concerns and speak with someone on the management team, or if you believe you might have contacts within PSCS that could help everyone. We know that this is heavy news for many of our families and we would be happy to discuss in more detail why we can’t continue care under the new rates.

City Council doesn’t directly manage Pacific Source Community Solutions, however as a local business that is serving their constituents, we are working on a measured request that the city could do on our behalf to help push this agenda forward. We are also hoping to create enough interest to get media attention around this issue as well and make this a more public issue around PSCS and the way they are treating providers.
We think it would be really powerful to have patients and/or parents take 3 min to share with City Council what Sensible Rehab and our team mean to you and your family before our team gets up to ask for city councils support.
